A free provincial library card for any PEI resident, good at all 25 branches, covering physical borrowing, public access computers and the digital collections from home. Verbatim: "If you are a resident of Prince Edward Island, you can get a PEI Public Library Card for free."

The catch: The genuinely unusual part is that there are no late fees at all - verbatim, "The PEI Public Library Service is fine-free - meaning that we do not charge for overdue items." Replacement charges for lost or damaged items still apply and are removed if the item turns up. Two practical limits: a card applied for online arrives by mail but is inert until you visit or phone a branch to activate it, and every card expires on a two-year cycle.
