Hazard Assistance and Resilience Program (HARP)

Alberta's disaster financial assistance program, replacing the Disaster Recovery Program and the Municipal Wildfire Assistance Program for disasters on or after 1 April 2025. Covers uninsurable loss and damage for homeowners, tenants, small businesses, farms and non-profits.
The catch: It covers uninsurable losses only - anything you could have insured is excluded, which is the sentence most coverage of this program omits. It is not standing: your local authority has to apply to AEMA within 30 days of the disaster and get ministerial approval before residents can apply at all, and then you have 90 days.
