Help with the cost of travelling for insured medical treatment not available nearby - the programme that exists because the distances in Labrador and rural Newfoundland make specialist care unreachable otherwise.
The catch: It reimburses rather than advances, so the claimant has to be able to pay for the travel first and wait - which is exactly backwards for the households that need it most. Only travel for insured services that are genuinely unavailable locally is covered, and a referral establishes that.
