A monthly rent supplement paid directly to an eligible tenant rather than to a landlord, for low-income households in private-market housing.
The catch: Paid to the tenant, which sounds better than it is: the money is income for budgeting purposes and the tenancy is still the tenant's problem if the landlord raises the rent. Eligibility is assessed on household income against local market rent, so the same income qualifies in one part of the province and not another.
