Georgia SSBCI - $199.6 million of small business money, and none of it is a grant

Georgia's share of the federal State Small Business Credit Initiative, administered by the Department of Community Affairs: a loan participation programme, a small business credit guaranty, a CDFI programme, an equity direct programme and a venture capital programme. The catch: The Department of Community Affairs says it in one sentence: "The Georgia SSBCI program does not offer a grant program." It is debt and equity - money you repay, or ownership you give up - and it is designed to pull in private lending at a stated ten-to-one ratio, which is why it is measured in what it leverages rather than in what it hands out. It is listed here because $199.6 million filed under the words "small business" is exactly what gets rediscovered as a grant fund, and because a state loan on decent terms is genuinely worth having as long as you know which one it is.
