Utilities Consumer Advocate

A provincial body that mediates disputes between Albertans and their electricity or natural gas retailer at no charge, runs free public education webinars, and offers interpreter services for non-English speaking Albertans calling the Mediation Team.

The catch: It does not pay you anything. The UCA mediates, informs and advocates - it does not cover arrears, it is not an emergency fund, and it cannot stop a disconnection by itself. It is in the catalog for the same reason the other action rows are: when the money is going the wrong way, this is the free lever, and the site currently offers nothing else in a category where the failure mode is losing heat.

Canada Revenue Agency

The gate in front of the Registered Disability Savings Plan and the Canada Disability Savings Bond, and worth retroactive lump sums on its own.

The catch: Requires a medical practitioner to certify the form, which is the step that stalls most applications. Approval is not automatic and can be appealed.
